This circular letter provides an outline of how the Higher Education Statistics Agency (HESA) staff record will be used as the basis of the Research Excellence Framework (REF) volume measure.

To help you prepare for this change, this document:

  • highlights the changes to the data fields which will impact the 2024 to 2025 collection, which will be considered a pilot year
  • outlines which fields will be relevant for the REF volume measure
