This report presents the findings of the process and early-impact evaluation of UK Research and Innovation (UKRI) and the Department for Business, Energy & Industrial Strategy (BEIS) stabilisation interventions to mitigate against the negative impacts of COVID-19 on the research sector.

RAND Europe and Vitae were commissioned by UKRI and BEIS to evaluate whether the research stabilisation interventions fulfilled their objectives and to surface learnings for how government responses could be shaped and implemented in a timely manner, in case of a similar future crisis.
