The Productivity Institute Programme (PIP) began in 2019 through an investment of £40 million from the UK Research and Innovation Strategic Priorities Fund to address the UK’s productivity challenges.

The Economic and Social Research Council (ESRC) commissioned RAND Europe and Frontier Economics to evaluate the PIP as set out in the evaluation framework and baseline report.

This report presents phase two of the evaluation, a formative evaluation focusing on process evaluation questions. These include:

  • the effectiveness of processes at the investment level, their alignment to ESRC priorities and programme and fund level aims
  • how stakeholders have been involved in co-creation
  • how equality, diversity and inclusion, environmental sustainability and good people management have been embedded in the programme
