Research Consulting and Sesame Open Science were commissioned by UKRI to develop a set of baseline values for assessing open access, building on the report Monitoring and evaluating the effectiveness of UKRI’s open access policy: principles, opportunities and challenges.
The analysis covers the years preceding the UKRI open access policy and includes both UKRI- and UK-affiliated articles. It is based exclusively on open data sources, in line with UKRI’s commitment to open research.
The report shows levels of alignment with UKRI’s open access policy requirements, specifically, open access route, licensing, and embargo period.
It also explores how levels of policy alignment change in relation to national and international author collaborations, and whether open access results in increased use, including how often articles are:
- cited
- viewed and downloaded
- used and discussed
The report outlines key observations and lessons learned to inform future monitoring and evaluation. A record-level dataset and code underpinning the analysis is available to enable reuse.
