This document encapsulates the evaluative work done by Ipsos MORI on the PFER Fund, initiated in 2018. It demonstrates the fruitful strides PFER has made towards its objectives, including the enhancement of investable, scalable local business models and promoting cleaner, cheaper energy. It also evaluates the programme’s pivotal role in unlocking significant future investment in local integrated energy systems.

Real-world demonstration activities, concept design studies, research and development funding competitions, and collaborations on data sharing in the energy sector all contribute to PFER’s multifaceted approach towards these objectives. The evaluation outlines the progress made on these fronts, showcasing the positive movement towards commercial maturity and the influence PFER has had on energy market discussions and policy decisions.
