This commissioned study examines existing evidence on the effectiveness of R&I interventions, and considers how policy levers influence, and could influence, economic growth.

The study is aligned with our recent strategy, which highlights UK Research and Innovation’s (UKRI) intent to help create a joined-up system to leverage research and innovation excellence.

Reflecting the complexity of the R&I landscape and the issues involved, this study identifies:

  • actionable findings relating to UKRI’s own levers and interventions
  • where there are key evidence gaps, ways in which the wider R&I system could be better understood through future research.
