This independent evaluation, produced by PA Consulting, assessed the effectiveness of Higher Education Innovation Funding (HEIF) in supporting higher education providers (HEPs) to deliver Knowledge Exchange (KE) activities, and produced novel approaches to describing how the programme generates value.

The evaluation found that HEIF was highly effective in catalysing institutional and sectoral transformations, stemming from its flexibility and stability, alongside its accountability requirements.

This major qualitative evaluation is supported by a Quantitative Assessment of the Return on Investment of HEIF, produced by national KE metrics adviser to Research England, Tomas Coates Ulrichsen. These two evaluations together build an important picture of both the impacts and value that HEIF delivers.
