Innovate UK commissioned SQW, working with IFF Research and Middlesex University, to conduct an interim evaluation of the innovation loans pilot programme in 2019.

A follow-on to this interim evaluation was carried out in 2021, with the report now published.

The interim and follow-on evaluations concluded that the pilot had been highly successful.

The report highlights that that the innovation loans programme is viewed as a key finance product in the market, complementing other finance products and providing beneficiaries with access to funding that would not be available elsewhere.

It also identifies early indicators of impact in:

  • creating jobs
  • supporting innovative new products, services and processes
  • delivering economic growth.
