UKRI Interim Chief of Investment Planning and Strategy
Dan Shah is Interim Chief of Investment Planning and Strategy at UK Research and Innovation (UKRI).
He leads UKRI’s Investment Planning and Strategy Group. The group works in an integrative way across all of UKRI, and with government partners and research and innovation stakeholders.
Dan has a wealth of experience serving and supporting the research and innovation sector. He worked for three years as UKRI’s Director of Investment Strategy and System Insight. During this time, UKRI launched its first strategy, first multi-year spending review and funding allocation, and grew its expertise and insight as an innovative, experimental funder and partner.
Before this he was the first Director of Research and Policy Insight at the British Council, the UK’s international culture and education organisation. He established their global policy research function and led a portfolio of research in international relations, education and development.
He served as Director of UKRI’s India office, representing every council in bilateral and multilateral collaborations with an emerging research and innovation power.
His other previous roles include working:

- in the higher education sector at Universities UK International and the Russell Group
- within Research and Innovation Policy and Funding at the then Department of Business, Innovation, and Skills (now the Department for Science, Innovation and Technology)
- in the third sector conducting research on social innovation
He is a recovering philosopher.
